Shanghai plans to further strengthen its position as the world's top container port by throughput, which it has held for 16 consecutive years, by increasing its capacity to more than 58 million twenty-foot equivalent units over the next five years.
Shanghai will also work to build a leading aviation hub in the Asia-Pacific region, with passenger throughput increasing to 150 million by 2030 from 135 million last year, while also lifting air cargo and mail throughput to 4.7 million tons from 4.5 million tons, according to the 15th Five-Year Plan for Accelerating the Construction of the International Shipping Center recently released by the city's government. Its container throughput was 55.1 million TEUs last year.
Over the next five years, Shanghai aims to establish itself as an international shipping hub with comprehensive global leadership in shipping strength, a more convenient and efficient logistics system, significantly enhanced shipping service functions, and accelerated digital and low-carbon transformation, Vice Mayor He Qing said at a press conference on July 22.
The city will vigorously develop a multimodal transport logistics system to achieve its goals. The proportion of container water-to-water transshipment should increase to 55 percent from 52.7 percent, while container sea-rail intermodal transport will likely rise to two million TEUs from 1.1 million TEUs.
Shanghai will also focus on the vigorous development of related service industries, with the goal to increase the risk coverage amount for green ship insurance to CNY10 billion from CNY2.3 billion (USD1.5 billion from USD339.6 million). In addition, the amount in dispute for shipping arbitration cases should jump to CNY3 billion from CNY1.9 billion.
The development of smart ports and airports will also be accelerated. The container handling volume for automated operations at ports is expected to increase to 15 million TEUs by 2030 from 10.6 million TEUs last year, while airports will achieve a fully paperless process for passenger travel.
In terms of low-carbon transformation, Shanghai will focus on developing green ship fuel bunkering services. Bonded liquefied natural gas bunkering should rise to one million cubic meters from 710,000 m³.
Except for maintaining its position as the world's largest container port last year, Shanghai also ranked third in air passenger throughput and second in air cargo and mail throughput worldwide.
In addition, Shanghai surpassed London for the first time to rank second in the comprehensive strength ranking of international shipping hubs behind only Singapore, according to the Xinhua-Baltic International Shipping Center Development Index Report released on July 10.
